Establishes the Extreme Heat and Community Resilience Program administered by the Strategic Growth Council to address extreme heat impacts and implement climate adaptation projects through competitive grants to eligible entities.

Adds cool surface materials and community resilience centers as objectives for state agencies to maximize when developing climate adaptation projects, including cool roofs, pavements, building surfaces, and facilities serving as cooling centers.

Creates the Extreme Heat and Community Resilience Fund in the State Treasury for grant implementation, with funding to be appropriated by the Legislature for project awards.

Requires the Strategic Growth Council to adopt grant guidelines including eligibility criteria, technical assistance, project reporting requirements, and fund recovery provisions, with priority given to projects serving disadvantaged communities and vulnerable populations.

Requires the Office of Emergency Services to coordinate with the State Department of Public Health when reviewing and updating the Adaptation Planning Guide to provide guidance to regional and local governments on climate adaptation and community resilience planning.
