Requires the California Department of Public Health to establish a Sepsis Advisory Committee to meet at the department's discretion, comprised of experts in sepsis surveillance, prevention, treatment, and training from state departments and health care provider groups.

Directs the advisory committee to collect relevant research, studies, and best practices for sepsis prevention and treatment, including morbidity and mortality data, and recommend evidence-based sepsis prevention, training, and treatment guidelines for licensed health care facilities and professionals.

Requires the department to establish and maintain a public web-based clearinghouse for sepsis information including treatment guidelines for providers, education and training materials for health facility staff, and sepsis morbidity and mortality rates and trends.

Establishes legislative findings that sepsis affects over 1.7 million Americans annually with approximately 270,000 deaths, and in 2018 California had 270,596 hospitalizations with 38,809 sepsis-related deaths, with hospital charges totaling $36.8 billion in 2016.
