Amends the definition of "household mover" in Business and Professions Code Section 19225.5 to exclude certain motor carriers and brokers from regulation by the Bureau of Household Goods and Services.

Excludes motor carriers that provide transportation of household goods in containers or trailers where goods are entirely loaded and unloaded by individuals other than employees or agents of the motor carrier.

Excludes brokers that utilize such motor carriers and do not otherwise advertise, solicit, offer, or arrange for full service moving of used household goods for compensation.

Replaces reference to federal "limited service exclusion" under 49 U.S.C. Section 13102 with specific functional criteria describing the excluded transportation services.
