Amends Section 359 of the Streets and Highways Code to extend State Route 59 northward from the community of Snelling to State Route 120.

Changes the current endpoint of State Route 59 from Snelling to State Route 120, expanding the state highway system in the area.

Clarifies existing language by specifying "the City of Merced" instead of just "Merced" in the route description.

Requires only a majority vote for passage with no appropriation of funds needed.
