Requires the State Board of Barbering and Cosmetology to adopt regulations by July 1, 2022 establishing a booth renter permit and biennial fee (not to exceed $50) for licensed estheticians, electrologists, manicurists, barbers, and cosmetologists.

Creates a new exemption from the ABC test for barbering and cosmetology workers who meet seven specific criteria, including setting their own rates, controlling their own hours, maintaining their own business license, and holding a booth renter permit.

Specifies that until the booth renter permit becomes operative (six months after regulations are adopted), the employment status of qualifying workers shall be determined under the Borello test rather than the ABC test.

Requires the Board of Barbering and Cosmetology to share booth renter lists and contact information with state agencies upon request to ensure compliance with labor code requirements.

Makes the amendments to Labor Code Section 2750.3 effective retroactively to January 1, 2020.
