Imposes a $0.02 per fluid ounce fee on distributors of bottled sugary drinks and concentrates in California, with collection beginning January 1, 2022.

Creates the California Community Health Fund to receive fee revenues, with funds allocated by the Legislature to state departments and community organizations for health equity, disease prevention, and oral health programs.

Establishes a 15-member California Community Health Fund Oversight and Accountability Committee appointed by the Governor and Legislature to distribute funds locally and monitor grant implementation.

Requires 50% of fund revenues to be distributed to state departments (Public Health, Health Care Services, Education, Food and Agriculture, Water Resources Control Board) and 50% to the Committee for competitive community grants.

Requires a two-thirds legislative vote for passage as it increases taxes within the meaning of California Constitution Article XIII A, Section 3.
