Requires the Department of Forestry and Fire Protection to develop, adopt, and implement policies and regulations allowing homeowners to submit joint applications combining their individual parcels to meet minimum acreage requirements for the Forest Improvement Program.

Permits multiple homeowners to combine the cumulative area of their lands in joint applications to qualify for participation in forest resource improvement agreements under Section 4795 or loans under Section 4796.

Requires the department to establish procedures for advancing up to 50 percent of the director's share of costs in advance of work performed under joint homeowner applications.
