Amends Government Code Section 8686 to increase the state share of disaster relief costs from 75% to 100% for the Klamathon fire (started July 5, 2018, in Siskiyou County) and the Carr fire (started July 23, 2018, in Shasta County).

Adds these two fires to the list of specified disaster events for which the state assumes full eligible costs, contingent on federal agency approval of the federal cost share.

Includes legislative findings declaring that a special statute is necessary due to the unique costs incurred by local agencies responding to these fires.

Takes effect immediately as an urgency statute to provide timely relief to persons who suffered damage from these fires.
