Authorizes development proponents to apply for streamlined, ministerial approval to split one or more dwelling units within multifamily housing developments to create additional smaller dwelling units, including efficiency units and single-room occupancy units.

Requires local governments to provide written notification within 30 days of a completed application if the development conflicts with objective planning standards; otherwise the development is deemed compliant.

Prohibits local governments from imposing automobile parking standards on streamlined projects located within one-half mile of public transit, in historic districts, where on-street permits are required without occupant access, or where car-share vehicles are available within one block; limits parking to one space per unit in other cases.

Prohibits local governments from imposing minimum or maximum unit size requirements or density restrictions on developments subject to this section.

Exempts the approval process from California Environmental Quality Act (CEQA) requirements as a ministerial project approval.
