Extends the contract cancellation period from 3 to 5 business days for senior citizens (65 years or older) for home solicitation contracts, home improvement contracts, service and repair contracts, and seminar sales solicitation contracts.

Changes apply to contracts entered into or offers conveyed on or after January 1, 2021, for transactions involving senior citizen buyers or property owners.

Amends definitions in Business and Professions Code and Civil Code to define "senior citizen" as an individual 65 years of age or older.

Extends cancellation rights for senior citizens in property assessment financing programs under Streets and Highways Code, allowing 5 business days instead of 3 to cancel contractual assessments without penalty or obligation.

Includes conforming changes to contract notices and disclosure documents to reflect the extended cancellation period for senior citizens while maintaining the 3-day period for all other buyers.
