Requires law enforcement agencies to submit sexual assault forensic evidence received before January 1, 2016, to a crime lab on or before January 31, 2022.

Requires crime labs to process sexual assault evidence kits received before January 1, 2016 and submitted on or after January 1, 2021, no later than January 31, 2023, with exceptions for kits ineligible for DNA uploading or when victims request not to test.

Maintains existing requirement for crime labs to process sexual assault forensic evidence received on or after January 1, 2016, within 120 days and upload DNA profiles to CODIS.

Preserves victim rights to request and receive information about DNA testing status, profile matches, and notification before evidence destruction after at least 20 years or until victim's 40th birthday if under 18 at time of offense.

Provides that if the Commission on State Mandates determines costs are mandated by the state, reimbursement shall be made pursuant to Government Code Part 7.
