Requires each county sheriff to annually submit data to the Board of State and Community Corrections on anti-recidivism programs and their success rates in reducing recidivism, starting January 1, 2023 through January 1, 2027.

Defines recidivism as a new felony or misdemeanor conviction or probation violation within three years of the offender's previous criminal conviction.

Mandates the Board of State and Community Corrections to compile an annual report based on sheriffs' data and submit it to the Legislature by July 1 each year, starting July 1, 2023.

Requires that individuals who complete anti-recidivism programs but subsequently recidivate be counted in the statistical data for those programs' success rates.

Provides for state reimbursement to local agencies for costs determined by the Commission on State Mandates to be mandated by the state.
