Amends the California Educational Facilities Authority Act to expand the definition of "projects" that participating private colleges can finance to include student housing in addition to dormitories and educational facilities.

Expands authority assistance to educational facilities projects for participating nonprofit entities, in addition to their existing authority for student, faculty, and staff housing projects.

Modifies the grant deed restriction requirement so that it applies only to student, faculty, or staff housing located on property outside a campus boundary and on land not owned by the institution, rather than applying to all nonprofit entity projects.

Adds clarifying language that housing needs verification is conditional ("if applicable") and changes regulatory authority from mandatory ("shall") to permissive ("may") when defining "student" and "faculty" for purposes of the grant deed restrictions.

Makes an appropriation to authorize the authority to expend funds for the new purposes under the expanded definitions.
