Authorizes teacher credential candidates to demonstrate subject matter competence through higher education coursework addressing domains in their credential content area, effective until January 1, 2024.

Allows candidates to combine multiple methods (subject matter programs, examinations, and coursework) to satisfy subject matter competence requirements.

Requires the Commission on Teacher Credentialing to adopt regulations governing coursework-based subject matter verification before any professional preparation program may use this method.

Repeals these coursework-based competency provisions on January 1, 2024, returning to a simpler system requiring only approved programs or examination passage.

Changes language in statute sections 44280 and 44310 from "or" to "and" when referencing subject matter program quality and effectiveness standards.
