Requires California State University trustees and University of California regents to set undergraduate tuition and mandatory systemwide fees separately for each incoming first-year class of California residents.

Prohibits tuition and mandatory systemwide fees from increasing for a cohort until at least 6 academic years have elapsed from when that class commenced attendance.

Exempts time spent on military leave of absence from counting toward the 6-year limit, allowing students who serve in the Armed Forces to maintain their original tuition rate longer.

Applies to both CSU and UC segments, with UC provision only effective if regents adopt the requirement by appropriate resolution.
