Adds "impacts on managed wetlands" as a required component of groundwater sustainability plans under the Sustainable Groundwater Management Act, where appropriate and in collaboration with local agencies.

Requires groundwater sustainability agencies to analyze and address potential net loss of wetland acreage or habitat in the state resulting from groundwater management activities.

Establishes state policy for the Sacramento-San Joaquin Valley to protect, preserve, restore, and enhance wetland habitat while assuring no net loss of wetland acreage or habitat values from regulated activities.

Declares that local agencies have authority to levy service charges, fees, or assessments to fund compliance with the bill's requirements, thus avoiding state reimbursement obligations under California Constitution Article XIII B.
