AB 2506 Summary

• Enacts the State of California Housing Agency Act, effective July 1, 2021, separating the Business, Consumer Services, and Housing Agency into two separate agencies: the Business and Consumer Services Agency and the Housing Agency.

• The Business and Consumer Services Agency retains the Department of Consumer Affairs, Department of Fair Employment and Housing, Department of Business Oversight, Department of Alcoholic Beverage Control, Alcoholic Beverage Control Appeals Board, California Horse Racing Board, and Alfred E. Alquist Seismic Safety Commission.

• The Housing Agency consists of the Department of Real Estate, Department of Housing and Community Development, California Housing Finance Agency, Homeless Coordinating and Financing Council, Tax Credit Allocation Committee, and California Debt Limit Allocation Committee.

• Creates a new Secretary of Housing position, appointed by the Governor, to supervise the Housing Agency with authority to appoint deputies and assistants.

• Renames the current Secretary of Business, Consumer Services, and Housing to Secretary of Business and Consumer Services and updates all related statutory references across multiple codes.
