Requires the FISCal project office and Department of Technology to create a new project plan update for the FISCal system by January 1, 2022.

New project plan must include a budget for deferred key features classified as "maintenance and operations," a timeline to stabilize current functionality and complete business process transitions, and ongoing oversight funding until the State Controller produces annual financial statements exclusively using the system.

Requires the FISCal project office to submit a report to the Legislature by January 1, 2023, detailing all unanticipated costs of the system project, including staffing expenses.
