Removes language requiring the lottery director to ensure compliance with false and misleading advertising laws in decisions relating to advertising and promotion.

Eliminates the commission's authority to supplement lottery prize pools as a promotional expense.

Requires voter approval before becoming effective, with the Secretary of State to submit the measure to voters at a statewide general election.
