Removes the requirement that the California Department of Education issue a minimum of 5 grants under the existing Bilingual Teacher Professional Development Program.

Changes eligibility criteria for the Bilingual Teacher Professional Development Program to require teachers possess a credential authorizing them to teach English learners, instead of pupils with exceptional needs.

Establishes the Licensed Child Development Teacher Professional Development Program for child development permitholders to support dual language learners in child development programs, administered by the State Department of Education.

Requires the department to allocate grant funding to eligible child development providers and ensure geographic and urban-rural balance in grant recipient selection.

Delays reporting requirements for both programs from January 1, 2021, to January 1, 2025, and expresses legislative intent to appropriate $5,000,000 annually for each program.
