Authorizes courts to issue orders after notice and hearing determining use, possession, and control of real or personal property during domestic violence protective orders and payment of liens or encumbrances coming due during the order period.

Allows courts to make findings that specific debts were incurred as a result of domestic violence and without the consent of a party, including acts proscribed by Penal Code Section 530.5 (identity theft and related crimes).

Specifies that findings regarding debts incurred through domestic violence do not affect the priority of any lien or other security interest.

Requires the Judicial Council to adopt appropriate forms and modify existing forms to implement this section by January 1, 2022.

Effective date: January 1, 2022.
