Requires the Natural Resources Agency, State Coastal Conservancy, Department of Water Resources, and State Water Resources Control Board to provide advance payments of up to 25% of total grant awards for conservation projects upon request by grant recipients.

Advance payments must be deposited into non-interest-bearing accounts and expended within six months of receipt, unless the granting entity waives this requirement.

Grant recipients must file accountability reports with the granting entity four months after receiving advance payment funds.

Requires each granting entity to submit annual reports to the Legislature by January 15 detailing the outcomes of advance payment use as part of the budget process.

Bill expires January 1, 2025, unless a later-enacted statute extends or deletes that date before expiration.
