Extends indefinitely California's consent to federal court jurisdiction over the Department of Transportation's environmental review and project clearance responsibilities under the federal surface transportation project delivery program (previously set to expire January 1, 2020)

Waives the state's Eleventh Amendment immunity from suit in federal actions related to the department's assumed federal responsibilities under Title 23 of the United States Code

Prohibits the Department of Transportation from delegating its federal environmental review and clearance responsibilities to any California political subdivision or its instrumentalities

Maintains the department's obligation to comply with all applicable state and federal law
