Requires state agencies to account for current and future impacts of sea level rise when planning, designing, building, operating, maintaining, and investing in coastal infrastructure or approving dispersal of state funds for those purposes.

Mandates the Ocean Protection Council, in consultation with the Office of Planning and Research, to establish a multiagency working group on sea level rise by March 1, 2021, consisting of representatives from specified state agencies and one academic appointee with climate expertise.

Requires the working group to develop by January 1, 2022, a standardized methodology and template for conducting economic analyses of sea level rise risks and adaptation strategies, to be shared with state agencies, the Controller, and local governments.

Requires the working group to develop by January 1, 2023, a site-specific infrastructure resilience plan with recommendations for state roads, wastewater treatment plants, water supply facilities, ports, desalination facilities, and power plants.

Requires state agencies to conduct economic analyses of sea level rise risks and adaptation strategies for all state-funded projects, submit annual compliance certifications to the Controller by a date to be specified, and authorizes the Controller to audit agency compliance.
