Repeals Section 12200.1 of the Financial Code, which prohibited the Commissioner of Business Oversight from issuing licenses to out-of-state corporations engaging in check selling, money order sales, or bill payment services.

Repeals Section 12200.3 of the Financial Code, which prohibited licensees from conducting check selling, bill paying, or money order activities outside of California.

Removes restrictions on out-of-state financial institutions offering check selling, bill paying, and bill prorater services under the Check Sellers, Bill Payers and Proraters Law.

Approved by Governor September 25, 2020 and filed with Secretary of State the same day.
