Establishes the HVAC Fire Damper, Smoke Damper, and Smoke Control System Inspection Verification Program to ensure these devices prevent fire and smoke spread in buildings.

Requires building owners to have fire dampers and smoke dampers inspected and tested by qualified inspectors no less than once after first year of installation and once every 4 years thereafter.

Requires hospital owners to have fire dampers and smoke dampers inspected and tested no less than once after first year of installation and once every 6 years thereafter.

Mandates smoke control systems be tested periodically, with dedicated systems tested at least semiannually and nondedicated systems tested at least annually.

Requires building owners to post public verification of inspection results in lobby window or visible area, and to remedy any deficiencies within 60 days or face violation.
