Authorizes district attorneys, county counsel, and city attorneys to file gun violence restraining order petitions on behalf of law enforcement officers and represent officers in related court proceedings, effective September 1, 2020.

Expands authority for district attorneys to petition courts for firearm return determinations in domestic violence and mental health detention cases, with requirement that courts transmit firearm disposal orders to the Department of Justice.

Allows licensed psychotherapists to report serious threats of violence to district attorneys instead of only local law enforcement, with district attorneys required to notify the Department of Justice within 24 hours of receiving such reports.

Requires courts to transmit copies of firearm disposal orders to the Department of Justice when firearms are forfeited in mental health cases and domestic violence incidents.

Establishes state mandate reimbursement procedures for local agencies and school districts to cover costs imposed by these new requirements.
