Establishes a Legislative Task Force on the California Master Plan on Home Ownership consisting of 11 members: 5 Assembly members and 5 Senate members appointed from Los Angeles County, San Francisco Bay Area, Central Valley, Orange County, and San Diego County regions, plus 1 housing or home ownership advocacy organization representative.

Task force must evaluate current impediments to home ownership for all Californians, with specific focus on barriers faced by millennials and persons of color.

Requires the task force to submit a final report to the Legislature by March 31, 2021 that includes recommendations to reduce home ownership impediments and specific strategies to increase the home ownership rate.

Department of Housing and Community Development must provide technical support, administrative assistance, and collaborate in preparation of the final report.
