Prohibits athlete agents from sending minor athletes to locations that would be hazardous or detrimental to the minor's health, safety, morals, or education, based on what a reasonable inquiry would have revealed.

Prohibits athlete agents from entering contracts requiring minor athletes to appear at events or establishments where alcoholic beverages or intoxicating substances are sold or served, unless the minor is accompanied by a parent, guardian, or the athlete agent.

Requires interpretation of these provisions to be consistent with Labor Code Sections 1700.33 and 1700.34 and their implementing regulations.

Violations are subject to misdemeanor penalties under existing Miller-Ayala Athlete Agents Act law.

Exempts the state from reimbursing local agencies and school districts because the costs result from creating new criminal penalties under Government Code Section 17556.
