Defines "regionally accredited" institutions for teacher preparation programs as those approved by the Accrediting Commission for Senior Colleges and Universities, Western Association of Schools and Colleges, or comparable regional accrediting agencies, replacing the previous federal regulatory reference.

Allows institutions that held preaccreditation status when a degree was conferred to qualify as regionally accredited if they achieved full regional accreditation within 5 years of earning preaccreditation status.

Defines "accredited private school" for purposes of professional field experience requirements as schools accredited by the Accrediting Commission for Schools, Western Association of Schools and Colleges, or comparable regional accrediting agencies.

Makes conforming changes throughout the Education Code to use the term "institution of higher education" consistently when referring to postsecondary educational institutions with teacher preparation programs.

Allows individuals with minimum of 6 years of full-time teaching experience in accredited private schools to waive professional preparation program requirements for teaching credentials, and those with 3 years of such experience to waive only the professional field experience component.
