Authorizes the California Department of Public Health to issue a nonrenewable temporary fluoroscopy permit valid for up to 9 months to licensed physicians and surgeons or licensed doctors of podiatric medicine who have applied for and are awaiting examination for a fluoroscopy certificate.

Requires the application for a temporary permit to specify the location or facility where the physician or podiatric doctor will provide fluoroscopy services.

Grants temporary permit holders the same rights as holders of a fluoroscopy certificate during the permit's validity period, without the ability to renew the permit.

Applies notwithstanding existing requirements under the Radiologic Technology Act that practitioners must be certified by the state department to administer or use X-ray on human beings.
