Adds Section 1597.50 to the Health and Safety Code to codify existing regulations for family daycare home licensees.

Requires licensees to be present in the home at all times and ensure children are supervised; limits temporary absences to no more than 30% of daily operating hours (increased from previous 20% standard).

Mandates family daycare homes maintain cleanliness, proper heating and ventilation, telephone service, and provide safe toys and play equipment.

Removes previous provisions prohibiting smoking of tobacco products in family daycare homes and related definitions from Section 1596.795.
