Increases the requirement for Category 1 renewable energy products (actual generation delivered to California) from 75% to 85% of procurement obligations for compliance periods after December 31, 2020

Prohibits retail sellers from using unbundled Renewable Energy Credits (Category 3 products) to meet renewable energy procurement obligations for compliance periods after December 31, 2020, except for contracts executed before January 1, 2020

Allows existing contracts for Category 3 products executed before January 1, 2020 to count toward compliance periods after December 31, 2020, but limits such contracts to no more than 10% of total procurement

Maintains the existing 65% minimum floor for Category 1 products that the Public Utilities Commission may impose when granting reductions for conditions beyond a retail seller's control
