Authorizes the Department of Parks and Recreation to dispose of the "Alameda-Tesla Expansion Area" (approximately 3,100 acres in Alameda County) within Carnegie State Vehicular Recreation Area to permanently preserve the land for conservation purposes.

Requires the department to hold a public hearing and consult with stakeholders before determining that disposing of the land is in the public interest.

Restricts sale of the land to local agencies or nonprofit organizations for park or open-space purposes, with "open-space purpose" defined as uses consistent with conservation, wildlife habitat preservation, scenic preservation, and nonmotorized public recreation.

Requires the land be sold for no less than the original purchase price based on the actual parcels included in the sale.

Directs revenue from the disposition to first reimburse the Department of General Services for disposition costs, with remaining revenue deposited into the Off-Highway Vehicle Trust Fund upon legislative appropriation.
