Establishes first priority for state and federally subsidized childcare and development services for children experiencing homelessness, alongside children who are neglected, abused, or at risk of such harm.

Eliminates the requirement for homeless children to provide a fixed or mailing address when enrolling in childcare and development programs.

Prohibits denial of immediate enrollment for homeless children based on lack of immunization documentation; allows six weeks after enrollment to provide required immunization records.

Requires childcare and development service providers to conduct outreach to families experiencing homelessness in collaboration with local educational agency liaisons for homeless children and youth to facilitate enrollment and streamline the application process.
