Authorizes the Department of Corrections and Rehabilitation to establish a peer support and crisis referral program providing departmentwide peer support services to correctional employees on emotional and professional issues until January 1, 2024.

Extends confidentiality protections to correctional personnel participating in peer support programs, allowing them to refuse disclosure of communications with peer support team members except in limited circumstances including criminal proceedings, prevention of death or serious harm, or written consent.

Provides liability protections for peer support team members and the department from damages related to peer support services unless the act constitutes gross negligence or intentional misconduct, excluding medical malpractice claims.

Requires the department to establish a peer support advisory committee meeting at least quarterly and a selection panel for peer support program oversight, with mandatory representation from rank-and-file correctional peace officers.

Requires peer support team members to complete department-approved training courses covering topics including critical incident stress, confidentiality obligations, substance abuse awareness, grief support, and psychological first aid.
