Requires the State Water Resources Control Board to electronically post notices on its website and distribute via email when initiating development or revision of notification levels or response levels for drinking water contaminants.

Mandates posting of proposed notification or response levels with electronic links to supporting studies and recommendations from the Office of Environmental Health Hazard Assessment at least 30 days before a state board meeting.

Requires the state board to include proposed notification or response levels as an informational item at a regularly noticed meeting before finalizing them.

Exempts contaminants presenting potential for imminent harm to public health and safety from the 30-day notice requirement and advance meeting requirement, but requires posting of supporting information and a state board meeting within 45 days of establishment or revision.
