Expands driver's license suspension requirements to include convictions for motor vehicle exhibition of speed under subdivision (c) of Section 23109, in addition to existing speed contest violations.

Requires the Department of Motor Vehicles to suspend a person's driving privilege for 90 days to six months upon court order for exhibition of speed convictions, with suspension contingent on proof of financial responsibility.

Applies the same suspension framework already in place for motor vehicle speed contests to motor vehicle exhibition of speed violations.

Changes gender-specific pronouns throughout the Vehicle Code from "he or she" to "they" for inclusive language.

Two operative versions: one effective January 1, 2019 and another effective January 1, 2026, with the 2019 version set to expire unless extended.
