Increases the CalWORKs time limit for cash assistance from 48 months to 60 months of cumulative lifetime aid for parents and caretaker relatives.

Removes the 24-month limitation on welfare-to-work activities, allowing recipients to participate in qualifying activities without the prior time restriction.

Repeals Sections 11322.85, 11322.86, 11322.87, and 11454.2, eliminating provisions related to the 24-month activity limitation and extension procedures.

Makes conforming changes to related welfare code sections, including updating references from 48-month to 60-month limits and making gender-neutral language adjustments throughout.

Provides that state General Fund appropriations shall not be made to implement this act, and allows reimbursement to local agencies for state-mandated costs through existing statutory procedures.
