Requires cities and counties that issue kennel licenses or permits to mandate kennel owners create and submit an animal natural disaster evacuation plan as a condition of obtaining the license or permit.

Applies to all kennels covered by the city or county's kennel licensing or permit system.

Designates this as a state-mandated local program but declares no state reimbursement is required because local agencies have authority to levy sufficient fees or assessments to cover compliance costs.

Adds Section 8608.1 to the Government Code to establish this requirement.
