Creates a new "8-letter license plate" program under Vehicle Code Article 8.7 allowing vehicle owners to display custom license plates with 8-letter combinations instead of regular plates.

Establishes the Natural and Agricultural Open Space and State Recreational Support Fund to receive all revenue from 8-letter license plate fees.

Sets fees of $48 for initial issuance, $38 for annual renewal, and $38 for transfers or duplicates, with up to $0.50 per application reserved for public awareness campaigns.

Requires fund revenues be distributed equally among: open-space land programs, California fairs and agricultural associations, and the Department of Parks and Recreation.

Applies to passenger vehicles, commercial vehicles, motorcycles, trailers, and semitrailers, with the Department of Motor Vehicles authorized to reject combinations deemed offensive or misleading.
