Appropriates $10,000,000 from the General Fund to the Commission on Teacher Credentialing for the 2021-22 fiscal year to award grants under the Teacher Residency Grant Program.

Requires the commission to prioritize grant applicants that partner with California Community Colleges, California State University, University of California, or county offices of education.

Requires the commission to prioritize grant applicants located in counties with high percentages of provisionally credentialed teachers.

Designates the appropriation as "General Fund revenues appropriated for school districts" for purposes of meeting California's constitutional minimum funding requirements.
