Repeals Section 5899.1 and replaces it to require counties to develop a plan with stakeholders for utilizing Mental Health Services Act (MHSA) funds that revert from other counties, with consideration given to serving individuals with mental illness experiencing homelessness or involved in the criminal justice system and providing early intervention services to youth.

Requires counties to conduct a local review process as described in California Code of Regulations Title 9, Section 3315 when determining how to use reallocated MHSA funds.

Mandates each county to annually report to the Legislature the number of individuals experiencing homelessness who receive mental health services paid for with MHSA funds.

Specifies that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement to local agencies shall be made pursuant to Government Code Part 7 (commencing with Section 17500).

Changes the required legislative vote for amendments to the MHSA from two-thirds to majority vote for clarifying procedures and terms.
