Requires the Mental Health Services Oversight and Accountability Commission to develop a statewide monitoring strategy for school mental health outcomes with an integrated data system linking education and mental health data.

Mandates the commission to create a transparency and accountability strategy for local government mental health programs including information on available services, geographic locations, populations served, and demographic data on persons served.

Requires the commission to develop an outcome transparency and accountability strategy to monitor school outcomes linked to publicly funded mental health programs, including measures for school dropout, homelessness, unemployment, suicide, and incarceration.

Grants the commission access to data and information held by state and local agencies including the Department of Health Care Services, Department of Education, and other agencies, with those agencies required to cooperate and share data while complying with applicable privacy laws.

Specifies that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to existing statutory procedures.
