AB 2582 Summary

• Requires the Public Utilities Commission to develop a standard distributed generation compensation contract or tariff for eligible customer-generators with renewable electrical generation facilities that are customers of large electrical corporations by July 1, 2021.

• Mandates that large electrical corporations offer the new standard contract or tariff to eligible customer-generators beginning January 1, 2022, with all new eligible customer-generators subject to this contract or tariff and associated rules and rates.

• Specifies that the standard contract or tariff shall not compensate customer-generators at or above the retail rate for electricity exported to the grid and must ensure ratepayer indifference between customer-generators and non-solar ratepayers.

• Requires eligible customer-generators to pay all nonbypassable charges, including public purpose program charges, on total electricity received through the grid without netting against self-generated electricity.

• Includes provisions for eligible customer-generators previously receiving service under net energy metering tariffs that are no longer eligible to transition to the new standard contract or tariff.
