Establishes the California-China Climate Institute as a University of California-wide initiative housed at UC Berkeley's School of Law and College of Natural Resources, launched in fall 2019.

Operates in partnership with the Institute of Climate Change and Sustainable Development at Tsinghua University and other entities in China and California to accelerate climate action between the two nations.

Requires the institute to foster collaboration on climate policy aligned with the Paris Agreement, advance joint policy research on issues including zero-emission vehicles, carbon pricing, climate adaptation, and sustainable agriculture.

Mandates the institute provide training to researchers, scientists, policymakers, and leaders from both California and China on climate and environmental policies including air quality, clean energy, and carbon emissions.

Authorizes the institute to receive guidance and support from state entities including the Governor's office, California Environmental Protection Agency, Natural Resources Agency, State Assembly, State Senate, and the University of California system.
