Appropriates $2 billion from the General Fund to the Capitol Corridor Joint Powers Authority for capital improvements to the Capitol Corridor rail line serving the Sacramento region and San Francisco Bay area.

Authorizes capital improvements including right-of-way acquisitions, double tracking for 15-minute service headways, grade separations, new passenger stations, passenger bypasses, station modifications, rail upgrades for speeds up to 150 mph, signaling system upgrades, and curve straightening.

Finds that the Capitol Corridor is the fastest growing intercity passenger line in the nation with 25-percent ridership growth over five years and serves more than 500,000 passengers annually.

Establishes that rail transit produces 76-percent fewer greenhouse gas emissions per passenger mile compared to passenger cars, supporting the state's climate goals of 80-percent emission reduction by 2050.
