Expands the definition of "permanent supportive housing" under the No Place Like Home Program (NPLH) to include adult residential facilities licensed under Health and Safety Code Chapter 3 and residential care facilities for the elderly licensed under Chapter 3.2.

Adds "innovative housing solutions in the mental health continuum of care" proposed by counties as eligible types of permanent supportive housing under NPLH.

Clarifies that receipt of NPLH funds by licensed facilities does not affect the facility's existing licensing status.

Makes an appropriation from the continuously appropriated No Place Like Home Fund to support funding for the newly eligible housing types.

Requires a two-thirds vote for passage as an amendment to Proposition 2 (approved by voters in November 2018).
