Establishes licensing and regulation of natural organic reduction (NOR) facilities by the Cemetery and Funeral Bureau, effective July 1, 2023, with requirements substantially similar to crematory and hydrolysis facility regulations.

Requires the State Department of Public Health to adopt standards for reduction chambers by July 1, 2023, and authorizes charging manufacturers a regulatory fee for chamber approval.

Sets licensing fees and per-reduction fees (capped at $8.50 per reduction) to be deposited in the Cemetery and Funeral Fund, with fees not to exceed reasonable administrative costs.

Permits disposition of reduced human remains by integration into soil in areas without local prohibition, requiring written permission from property owners and filed permits with local registrars.

Expands crimes related to improper handling of human remains to include reduced remains, including misdemeanors for unauthorized reduction, improper storage, false reporting, and commingling of remains without authorization.
