Prohibits state agencies from entering into new, amended, or extended contracts with persons identified as providing data broker or extreme vetting services to federal immigration agencies (ICE, CBP, or Office of Refugee Resettlement).

Requires the Department of General Services to develop and maintain a list of contractors providing data broker or extreme vetting services to federal immigration agencies, with initial list due January 1, 2022, and updates every 180 days thereafter.

Requires 90 days' written notice before adding a person to the list and allows persons to certify under penalty of perjury that they do not provide such services to avoid inclusion.

Permits case-by-case exceptions for existing contracts made before January 1, 2022 that have not been expanded or renewed, if the state agency makes written findings that the contract is necessary and the contractor has a formal plan to cease providing immigration enforcement services.

Authorizes the Department of Justice to investigate violations, issue findings, and pursue legal remedies including rescission or termination of contracts; establishes civil penalties through injunctive relief and criminal penalties of up to $1,000 for false certifications.
